For $650, only a little more than the NETV2. You can get a BrightSign XT1143 that is a VERY fast, enterprise level, with full authoring software. It does 4K, DRM, live upates to any kind of overlay you can think of (Video, Audio, Test, etc...)

I use these at home with HomeSeer to send 'messages' and overlays to my various TV's...works instantly, high quality, and over IP.

The wiki page states the NeTV2 will be in the range $200-$250. You must have come across a more updated price if it is now closer to $650 -- what have you heard or read (do you have a URL?) about the current NeTV2 price, and shipping cost? The BrightSign is way out of my budget range unfortunately.
